One geographic tip that comes up often: staying out on the islands (Bunaken, Siladen, Gangga) rather than the Manado mainland tends to mean less rain exposure. Regardless of the weather, posters are clear diving itself isn't much affected since you're wet either way, and Bunaken National Marine Park remains the headline draw for both diving and snorkeling day trips.
