A visitor's guide to Budva's beaches notes that even in peak summer, escaping the crowds packed onto Slovenska Beach is straightforward: head to Kamenovo or Pržno instead, both a short distance from the main strip but noticeably calmer. Their packing tip, specific to this stretch of the Adriatic: most of Budva's beaches are pebble rather than sand, so water shoes are genuinely worth bringing along with the usual sunscreen and hat, since bare feet on the stones get old fast.
