We used Moab as a single base for both Arches and Canyonlands, never having to change hotels for either park, with Arches just five minutes from downtown. Devil's Garden at the far end of the park was packed at midday but completely empty when we went back after 4pm, and since we visited in July we still had sunlight until nearly 9pm to explore. For Delicate Arch we skipped the full uphill trail and used the Lower Viewpoint parking lot instead, saving the longer hike for a cooler morning. Cell service disappeared almost entirely once inside the park, so we grabbed a paper map at the Visitor Center rather than relying on our phones.
