Lassen's forum is clear that December means the park is functionally closed for driving: the main road through the park shuts by October or November and doesn't reopen until summer, leaving access limited to about the first mile past the south entrance near Sulphur Works. Families still sled near the visitor center, and a few venture further on cross-country skis, but past that first stretch it gets very quiet. It's genuinely beautiful under snow, just plan for a short, snowy walk rather than the full park experience you'd get in warmer months.
