The honest December answer here is that the town and the mountain are two different bets. Regulars say a white Christmas in Garmisch itself used to be near-guaranteed and is now hard to predict - one of them checked the snow records and found the impression held up - so snow on the ground in town is not the thing to plan around. The Zugspitze is: one of the few reliably snow-covered mountains this early, and the resort works to have it open by Christmas, which it normally is. The exception they remember is a year of high winds that stripped the pistes and closed everything until after Christmas. The Christmas markets open around the end of November and the small one in town runs daily.
