Posters specifically flag the area north of Arpora as having particularly active roadblocks checking both helmets and licenses, catching visitors who assumed scooter rental meant informal, unenforced rules the way it sometimes is elsewhere. Some posters are cynical about the motive, suggesting revenue generation plays a role alongside genuine safety enforcement, but are consistent on the practical point regardless: renting a scooter in Goa without a helmet and a valid license genuinely risks a real fine, not just a theoretical one. Posters generally recommend confirming a helmet is included with any scooter rental and carrying a valid license (international permit included) before riding anywhere in Goa, treating enforcement as a real and active risk rather than a formality.

Goa's forum rates January as close to ideal — dry, warm, calm enough seas for parasailing and diving — and notes the crowds thin out noticeably once the New Year's rush has passed. It's peak season pricing throughout, regulars say, but a relaxed one compared to December.
February closes the window regulars recommend, mid-November to mid-February, and their description is hot enough for the beach without the humidity: around 32C by day and low twenties at night, and no rain to speak of. Our row agrees - 33C reading as 36C at 64 percent humidity, 21.2C nights, 1.2mm of rain in the whole month and a 28C sea. The choice they want you to make is which half of the coast: north for nightlife and full beaches, south for space and quiet. One cost the boards rarely mention is in our air column, AQI 99 - the dry season here is also the hazy one, against 39 in September. The record: 10.7 hours of sun and a 14.8 kph wind.
March is the end of the season here rather than the end of the party: the shacks and beach huts are still open, the season runs to April, and the crowds have thinned. What changes is the air. What survives, and what regulars actually recommend the month for instead: waterfalls and rivers hit their most dramatic this time of year, a genuinely different Goa than the beach-town version most visitors expect. The honest upside beyond scenery: hotel discounts unavailable in peak season. Goa forum regulars call July the true peak of monsoon, height of the wet season and the least outdoor-friendly month: “the heaviest rainfall and the lowest number of 'sunshine' hours per day” of the whole year, with posters blunt that it's “definitely not a good time to visit...full on Monsoon time with nothing much to do outdoors.” Temperatures themselves actually cool from the pre-monsoon scorch — “24°C to 29°C” — but that's cold comfort under near-constant rain, which “could be raining a real lot on the days you are there.” The upside regulars name without irony: the landscape turns into a “verdant paradise,” hills and fields genuinely lush, and July sits deep in the off-season for real discounts on flights and hotels.
