The mountains take it; the south coast, where this city sits, is usually warm and sunny underneath. So the answer depends on the plan: the promenade and the sea front are mostly fine, levada walks up in the interior are far likelier to be inside cloud, and a lightweight gilet earns its place up there. The warning regulars repeat is UV rather than heat - it burns faster than you expect even on a dull day.
