The Ice and Snow Festival runs roughly January 5 to February 25, and the cold that keeps the sculptures pristine also drops to -20 to -25C, so we layered thermal underwear under a down jacket, wore snow boots with real grip, and stuffed hand and foot warmers into every pocket. Camera batteries died within minutes outside, so we carried spares kept warm against our bodies and only swapped them in when shooting. We booked Ice and Snow World tickets online in advance to skip the queue, and took the high-speed rail in from Beijing rather than flying.

Posters do flag one workaround: a separate indoor ice festival on Sun Island runs from early March all the way to late December, giving visitors a way to see ice sculptures even after the main outdoor festival wraps up. Posters generally recommend visiting before March if the main ice festival is the priority, since a March trip risks missing it entirely.
Harbin is a winter destination, which is exactly why the forum's September advice is worth having: the month lands around 21°C by day and 12 at night, comfortably inside the 10–20°C band posters describe as ideal, and it is the last easy window before the cold arrives — October, they warn, turns quite cold quite fast. So September is the month for the city itself: St Sophia Cathedral, Zhongyang Street, Sun Island, Volga Manor. It is not the month for the ice festival that made Harbin famous.
