She traces this directly to Rwanda's plastic bag ban, in effect nationwide since 2006, which has genuinely eliminated the loose plastic bags that clog streets and waterways in many other cities. Another visitor describes an informal game she and her travel companions played while touring even Kigali's less affluent old-town areas: trying to be the first to spot a piece of visible litter or a 'dirty' spot, and nobody won - the cleanliness held even in poorer neighborhoods, not just the tourist-facing center. Posters generally recommend packing reusable bags rather than relying on plastic ones, since the ban is genuinely enforced at the border and within the country, not just a suggestion, and note the cleanliness itself is frequently cited as one of the most memorable first impressions of visiting Rwanda.
